Abstract

This article examines issues related to improving public safety in metropolitan systems in major cities and megacities around the world. It analyzes the extensive measures implemented by different countries to combat crime and terrorism, taking into account their internal capabilities and specific socio-political and economic conditions. The article also discusses administrative and criminal liability measures, the amounts of fines, and procedures for imposing and collecting fines for violations of safety rules governing the use of and movement within metropolitan systems under the legislation of foreign countries. In addition, the modern scientific and technological measures implemented by individual countries to ensure public safety in metropolitan systems are examined, compared, and subjected to scientific analysis with regard to their specific characteristics. The article puts forward several proposals and recommendations concerning the application in Uzbekistan of foreign experience in improving public safety in metropolitan systems.
