Improving The Methodology for Assessing The Effectiveness of Digital Ecosystem Management in Higher Education

This article improves a methodology for assessing the effectiveness of digital ecosystem management in higher education. It distinguishes the scale of digitalization from management performance and proposes the composite OT-REBSI index. The index combines five blocks: process and service performance; data quality and interoperability; analytical management and decision impact; user and resource efficiency; and resilience, security, and institutional accountability. Target-based normalization, equal weighting, a critical-gap flag, data coverage, and institutional and student-weighted aggregation are substantiated. The methodology is intended as a diagnostic management tool for higher education institutions and the ministry.
